GDP growth dips to 6.3% in second quarter : India remains fastest-growing major economy

 India remained the fastest-growing major economy in the world during the July-September quarter though its GDP growth slowed down to 6.3 per cent mainly due to poor performance by the manufacturing and mining sectors as well as due to the moderating of a favourable base effect.

“Real GDP or GDP at Constant Prices (2011-12) in Q2 2022-23 is estimated at Rs 38.17 lakh crore, as against Rs 35.89 lakh crore in Q2 2021-22, showing a growth of 6.3 per cent as compared to 8.4 per cent in Q2 2021-22,” the National Statistical Office said.

Meanwhile, the Centre’s fiscal deficit at the end of October touched 45.6 per cent of the full-year budget estimate, according to the Controller General of Accounts (CGA) on Wednesday. In actual terms, the fiscal deficit — the difference between expenditure and revenue — was Rs 7.58 lakh crore during April-October 2022-23.

China warns US not to interfere in its relationship with India: Pentagon

 

China has warned American officials not to interfere in its relationship with India, the Pentagon has said in a report to the Congress.

Throughout its standoff with India along the Line of Actual Control (LAC), Chinese officials sought to downplay the severity of the crisis, emphasising Beijing's intent to preserve border stability and prevent the standoff from harming other areas of its bilateral relationship with India, the Pentagon said in a report on Tuesday.

"The PRC (People's Republic of China) seeks to prevent border tensions from causing India to partner more closely with the United States. PRC officials have warned US officials to not interfere with the PRC's relationship with India," the Pentagon said in its latest report to the Congress on Chinese military buildup.

Government Not Liable To Compensate For Deaths Due To COVID Vaccination : Centre Tells Supreme Court .


The affidavit filed by the Ministry of Health and Family Welfare highlighted that there was no legal compulsion to obtain vaccination and that the same was purely voluntary.

"The concept of informed consent is inapplicable to the voluntary use of a drug such as a vaccine. While the Government of India strongly encourages all eligible persons to undertake vaccination in public interest, there is no legal compulsion for the same.

"Just as a medicine has side effects, AEFIs are reported for every vaccine in the world. A vaccine beneficiary always has the option to access even more information about the vaccine and its possible adverse effects from health workers at the vaccination site or their doctor before making an informed choice of their own," the Union Health Ministry contended

Freedom of religion not a right to convert: Centre

 NEW DELHI: The Centre on Monday told the Supreme Court it is contemplating measures to curb the "menace" of conversion through "force, fraud, allurement and deception", while arguing that the "right to freedom of religion does not confer a fundamental right to convert other people to a particular religion".

The government said the word "propagate" in Article 25 of the Constitution was debated in great detail in the Constituent Assembly and the inclusion of the word was preceded by a clarification that the fundamental right under Article 25 would not include the right to convert.
Article 25(1) of the Constitution provided that "subject to public order, morality and health and to the other provisions of this Part (fundamental rights chapter), all persons are equally entitled to freedom of conscience and the right freely to profess, practice and propagate religion".
Solicitor general Tushar Mehta termed forced conversions a "menace" and said, "The reliefs sought in the PIL will be taken up in all seriousness by the Union government and appropriate steps shall be taken as the central government is cognisant of the menace".

India Absent, 19 Countries Attend China Forum's Indian Ocean Region Meet

 Beijing:China held a meeting this week with 19 countries from the Indian Ocean region in which India was conspicuously absent.

The China International Development Cooperation Agency (CIDCA), an organization connected with the Chinese Foreign Ministry held a meeting of the China-Indian Ocean Region Forum on Development Cooperation on November 21, in which 19 countries took part, according to a press release issued by the organization.

India was reportedly not invited, according to informed sources.

Last year, China held a meeting with some South Asian countries on COVID-19 vaccine cooperation without the participation of India.

 CIDCA's official website said the aims of the organisation is to formulate strategic guidelines, plans and policies for foreign aid, coordinate and offer advice on major foreign aid issues, advance the country's reforms in matters involving foreign aid, and identify major programmes, supervise and evaluate their implementation.

 

The President and the State Council are elected by the National People's Congress, which is made up of 2980 people. Elections in China occur under a single-party political system. Elections occur only at the local level, not the national level.

Collegium System Alien To Constitution, Says Law Minister Kiren Rijiju

 New Delhi: Law Minister Kiren Rijiju on Friday launched a fresh attack on the mechanism to appoint Supreme Court and high court judges, saying the collegium system is "alien" to the Constitution. 

The Supreme Court in its wisdom, through a court ruling, created collegium, he said noting that before 1991 all judges were appointed by the government.

the minister said the Constitution of India is a "religious document" for everyone, especially the government.

"Anything which is alien to the Constitution merely because of the decision taken by the courts or some judges, how do you expect that the decision will be backed by the country," he asked.

AIIMS Delhi server down, ransomware attack suspected.

 

Services at Delhi’s All India Institute of Medical Sciences (AIIMS) were badly affected on Wednesday as the internet server used by the hospital was down for close to nine hours.

Ransomware is a malware designed to deny a user or organization access to files on their computer. By encrypting these files and demanding a ransom payment for the decryption key, cyberattackers place organizations in a position where paying the ransom is the easiest and cheapest way to regain access to their files. Some variants have added additional functionality – such as data theft – to provide further incentive for ransomware victims to pay the ransom.

 Supreme Court judge Justice K.M Joseph who is heading the constitution bench which is hearing petitions seeking independent mechanism to appoint election commissioners, expressed disagreement with the stand of election commission of India with article 326. The the right to vote is mere statutory right and not constitutional right. 

Article 326 of the Constitution provides that the elections to the House of the People and to the Legislative Assembly of every State shall be on the basis of adult suffrage, that is to say, a person should not be less than 35 years of age.

Japan loses satellite headed to Moon with Nasa's Artemis-1 mission

"The CubeSat has not completed sun acquisition and communication is not stable. The Japanese space agency has now confirmed that "it was determined that the lunar landing maneouver (DV2) operation required for landing on the Moon would be unable to be performed."

India discontinues Air Suvidha scheme form filling for International Passengers.

The ministry of Civil Aviation of the Indian Government has decided to lift off the mandate to fill up Air Suvidha form for all international passengers. The decision was made and declared on Monday, 21 November. 

Air Suvidha is an online system for International passengers to submit a mandatory Self Declaration form to declare their current health status. This form had been made mandatory and all international pasengers entering the country via flights had to fill it before boarding.

UK PM Rishi Sunak green lights new Indian youth visa scheme.

 

The reciprocal scheme, which will also involve British nationals living and working in India, was signed as part of the UK-India Migration and Mobility Partnership (MMP) last year and will now be formally launched in early 2023.
The scheme was launched by Sunak as part of the UK’s Indo-Pacific focus at the G20 Summit in Bali, where he met Prime Minister Narendra Modi to confirm the new bespoke route and which Downing Street said makes India the first visa-national country to benefit from such a scheme.

The words "she" and "her" referring to all genders appeared in the draft Digital Personal Data Protection Bill, 2022

 New Delhi:The pronouns "she" and "her" have been used to refer to all genders for the first time in India's legislative history.

The words appeared in the draft Digital Personal Data Protection Bill, 2022, which Communications Minister Ashwini Vaishnaw tweeted seeking the public's views on the proposed law that would broadly recognize  an individual's right to protect personal data and also the need to process personal data for lawful purposes.

This initiative is in sync with PM Modi's "Beti Bachao Beti Padhao" campaign, which seeks to empower the girl child and encourage families to educate and raise them well.

The Personal Data Protection Bill was withdrawn in August after a joint parliamentary committee suggested 81 changes to it.

*BILL*

A 'bill ' can be considered as initial stage of an act. Bill is a proposal to make a new law. Usually, bill is in the form of a document that summaries what is the policy behind the proposed law and what is to be the proposed law. 

A Bill can be introduced by government itself or proposed by a member of the Parliament .The Bill is placed in the lower house of the parliament and after discussions once it has been passed, the Bill goes to the Upper house for approval. Once the bill gets passed by the upper House it is sent to the President for his assent. 

Finally a bill becomes a law (Act) of the land once it has been passed by the parliament and also got assent from the President. 

*ACT*

Once the Bill has been passed by the legislature, it is send to the President or the Governor, as the case may be for the approval. By receiving his assent, it becomes an Act. An Act is a law which is made by the legislature like Parliament or State Legislative Assembly. 

*LAW*

The term 'law' in general refers to the set of regulations or rules to be followed. Law can be in the form of an act, ordinance, order, by-laws, rule, regulation etc. An act is a subset of law.

Anything which has the power to confer legal rights, obligations, liabilities, etc are laws. Law can be any Provisions of all valid Acts passed by the legislature, Acts and codes from pre-independence India, Ordinances passed by a Governor of a State or the President of India, Decisions of the High Courts or Supreme Court , Authorized orders, notices, rules, etc made by government bodies. 

*ORDINANCES*

Ordinances are temporary laws that are circulated by the President of India on the recommendation of the Union.

 

In SHORT

If the governor assents to the bill, it becomes an Act for the state which passed it. ... In such cases, the government sends a proposal to the President or Governor, and if they approve of it, it becomes an Ordinance. Legally, an ordinance is the equivalent of an Act; but is not passed by the legislature.

Indian Army to set up 3D-printed permanent defences against China at LAC amid infra push

 

New Delhi: The stand-off with China which has entered its third winter, and India is on a massive infrastructure build-up along the Line of Actual Control (LAC).

The highlight would be a 3-D printed permanent defences that can withstand a direct fire by a T-90 tank from mere 100 metres.

Talking further about the beefing-up process along the LAC, sources also mentioned that 150 kilometres of operational tracks had been constructed in the Northern Command, including permanent works like drains, surface and causeways constructed concurrently to enhance longevity.

They added a road would provide alternate connectivity to Western Ladakh and the Zanskar Valley directly from the Manali axis. It is a 298-km road that will be completed in 2026.

The road also includes a 4.1-km twin tube Shinkun La tunnel for providing all weather connectivity, which is likely to be approved by the Defence Ministry soon, sources said.

They added work was also on to upgrade the bridges on DS-DBO road, which would be completed middle of next year.

The Sino-Indian border dispute is an ongoing territorial dispute over the sovereignty of two relatively large, and several smaller, separated pieces of territory between China and India.

World @ 8 billion, India set to be most populous

 India’s population growth is stablising, it is “still growing at 0.7% per year” and is set to surpass China in 2023 as the world’s most populous country, according to the United Nations Population Fund, which said the world’s population reached 8 billion on Tuesday.

China’s population is no longer growing and “may start declining as early as 2023”, the UN stated. It noted that India’s fertility rate has hit 2.1 births per woman — replacement-level fertility — and is falling.

The UN said while it took the global population 12 years to grow from 7 billion to 8 billion, it will take approximately 15 years — until 2037 — for it to reach 9 billion — “a sign that overall growth rate of global population is slowing”.

T-20 World Cup won by England!

 For the first time in 15 years, the T20 World Cup will be held in Australia, with as many as 16 teams gunning for glory. Last year's champions Australia have been knocked out, which leaves India, England, Pakistan and New Zealand as the four semi-finalists.

England beat Pakistan by five wickets in a pulsating final in Melbourne to win the Men's T20 World Cup and become double world champions.

England’s Sam Curran won the Player of the Tournament award for a starring performance with the ball at the T20 World Cup in Australia. 24-year-old Curran took 13 wickets in the tournament and was also awarded Man of the Match award in the final for a spell of 3/12 in 4 overs.

India to be one of top three economic powers in next 10-15 years: FM Nirmala Sitharaman

 

The global economic outlook remains challenging and the Indian economy is not insulated from the impact of global economic developments, said Finance Minister Nirmala Sitharaman.

Money transfers between India-Singapore will soon be possible through UPI.

 

Money can be transferred from India to Singapore using mobile phone numbers and from Singapore to India using UPI virtual payment addresses under the proposed linkage (VPA), through this initiative.
India and Singapore are all set to link their respective fast payment systems, Unified Payments Interface (UPI) and PayNow, to enable easy fund transfers between the countries at the lowest possible cost, India’s High Commissioner in Singapore P Kumaran said.
 

 
 
UPI:Unified Payments Interface is an instant real-time payment system developed by National Payments Corporation of India. The interface facilitates inter-bank peer-to-peer and person-to-merchant transactions. It is used on mobile devices to instantly transfer funds between two bank accounts.

South India to get its first Vande Bharat train today : Vande Bharat train will run between Mysuru and Chennai.

 Benguluru :Prime Minister Narendra Modi will on Friday flag off India's fifth Vande Bharat from Bengaluru, making it the first semi-high-speed train in the South. The train will run between Mysuru and Chennai and help cut travel time. It will be inaugurated at KSR Bengaluru station and arrive in Chennai later.

Passengers travelling from Chennai to Mysore will be charged 1,200 for a car chair and 2,295 for executive class; those traveling from Mysore to Chennai will have to pay 1,365 and 2,486 respectively.

30-Minute Daily "Public Interest Broadcast" Must: New Rules For Channels.

 New Delhi:In a bid to pitch India as an uplinking hub, the government today announced relaxation in guidelines for compliance for television channels and also made a 30-minute daily public interest broadcast mandatory, mainly for entertainment channels.

The 'Guidelines for Uplinking and Downlinking of Television Channels in India, 2022', which have been approved by the Union Cabinet, allow limited liability partnerships and companies to allow uplinking of foreign channels from Indian teleports for beaming content in countries covered by the satellite footprint.

The move is expected to allow television channels of Bhutan, Bangladesh, Sri Lanka and Nepal to uplink from India, instead of Singapore, the preferred uplinking hub for channels beamed in the subcontinent.

Currently, only 30 channels are uplinked from India out of the total 897 registered with the Ministry of Information and Broadcasting, officials said.

"Requirement for seeking permission for live telecast of events has been done away with; only prior registration of events to be telecast live would be necessary," Sanjiv Shankar, Joint Secretary (Broadcasting) said in a presentation to the media here.

The new guidelines state that a company can use news gathering equipment other than Digital Satellite News Gathering (DSNG), such as optic fibre, back pack, mobile, for which no separate permission would be necessary.

The guidelines state that electronic news gathering devices can be used.

Television channels will have to broadcast 30 minutes of public interest content every day on themes of national interest such as education and spread of literacy, agriculture and rural development, health and family welfare, science and technology, welfare of women, welfare of the weaker sections of the society, protection of environment and of cultural heritage and national integration.

"It is not that the government will give any programmes to the television channels for broadcasting under public interest content. The channels are free to create their own content on the themes mentioned in the guidelines," I&B Secretary Apurva Chandra said.

The guidelines also grant permission for a news agency for a five year period against one year at present.

Lotus In G20 Logo "Shocking", Congress leader Jairam Ramesh : India's first Prime Minister Jawaharlal Nehru had rejected a similar move.

 New Delhi:

The use of the lotus, the BJP's party symbol, in the logo for India's G20 presidency provoked sharp criticism from the Congress, which accused the ruling party of "shamelessly" promoting itself.

"Over 70 years ago, Nehru rejected the proposal to make Congress flag the flag of India. Now, BJP's election symbol has become official logo for India's presidency of G20! While shocking, we know by now that Mr.Modi & BJP won't lose any opportunity to promote themselves shamelessly!" Jairam Ramesh tweeted.

Shortly afterwards, BJP spokesperson Shehzad Poonawalla retorted in a post - "Will you remove Kamal from the name of Kamal Nath?"

Mr Poonawalla tweeted: "Lotus happens to be our National Flower! It also happens to be the aasan of Maa Lakshmi - Are you opposed to our national flower? Will you remove Kamal from name of Kamal Nath? Btw Rajiv also means Kamal ! Hope you see no agenda there!!!"

"I congratulate countrymen on the historic occasion of India's G20 presidency. 'Vasudhaiv Kutumbakam (the world is one family)' is the signature of India's compassion for the world. The lotus portrays India's cultural heritage and faith in bringing the world together," PM Modi said.

"This G20 logo is not just a symbol, it is a message, an emotion running through our veins. It is a resolve, which is now being included in our thoughts," added the Prime Minister.

The Prime Minister said India is set to assume G20 Presidency and it is a moment of pride for 130 crore Indians.

"India's presidency comes at a time of crisis and chaos in the world... No matter the circumstances, the lotus still blooms," PM Modi said as the world is recovering from a deadly pandemic, is facing a war and economic uncertainty.

The G20 summit will take place on November 15 and 16 in Bali and PM Modi will be among top leaders attending it.

Marking the beginning of private sector launches, the mission named ‘Prarambh’ will see Vikram-S carry three customer satellites in a sub-orbital flight

 India’s first privately developed launch vehicle – Hyderabad-based Skyroot’s Vikram-S – is all set to make its maiden flight from the country’s only spaceport in Sriharikota between November 12 and 16.

The final launch date will be decided based on weather conditions. “The Vikram-S rocket is a single-stage sub-orbital launch vehicle which will carry three customer payloads and help test and validate technologies in the Vikram series space launch vehicles,” said Naga Bharath Daka, COO and co-founder of the company.

Not mandatory to publish in journals before final PhD thesis: UGC

 IN NEW regulations for doctoral programmes notified Monday, the University Grants Commission (UGC) has scrapped the mandatory requirement of getting research papers published in peer-reviewed journals before the final submission of a PhD (Doctor of Philosophy) thesis.

But it does not mean Ph.D scholars should stop publication of research papers in peer-reviewed journals, he said. “Focussing on high-quality research will lead to publications in good journals, even if it is not mandatory. It will add value when they apply for employment or post-doctoral opportunities.

Following that, a four-member UGC committee chaired by P Balram, former Director of the Indian Institute of Science in Bengaluru, had recommended that publication of research material in “predatory” journals or presentations in conferences organised by their publishers should not be considered for academic credit in any form.

Gujarat High Court files suo motu PIL on Morbi Bridge Collapse in Gujarat

 Ahmedabad : The Gujarati high court Monday filed a suo motu PIL on the October 30  Morbi Suspension bridge collapse, that claimed 135 lives and issued notices to government, the district administration, municipal authorities , and the state human right commission seeking report on the tragedy and aftermath by November 14.

'Suo motu' is a Latin term which means 'on its own motion'. When the Court takes suo moto cognisance of an issue, it institutes a case on its own accord by taking cognisance of a public issue. At times, the Court's suo motu actions will be based on letter petition, media reports etc.
